Well! if you are a graduate and you just need a certificate, the simplest way to get it by doing a course from IGNOU - Post Graduate Certificate in Project Management or PGCPM. This is an online course with minimum time frame of 6 months and maximum of 24 months. Cost-wise, anywhere between 6–10K INR. This certificate has a limited appeal even though being conferred by an university recognised by AIU (association of Indian University), this certification is accepted in all the Indian companies barring the MNC. Loosely, the curriculum of this course is based on PM Body of Knowledge or PMBOK (collected by PMI USA).

If you want a globally acceptable certificate, your options are PRINCE2 certification (Project in Controlled Environment) or PMP (Project management professional) from PMI USA. PRINCE2 is more oriented towards EU organisational framework and is somewhat limited in nature on account of the methodology and framework, while PMP is oriented towards USA and is more generic in nature and even accommodated the PRINCE2 methodology. Both PMP and PRINCE2 have universal acceptance.
PMP would cost US$600–650 for the exam, around INR 7–15K for the preparatory course and some 5–7K on books. It requires an understanding of the concepts and the usual cramming and learning by rote is not applicable. PMP focusses on your ability to apply the knowledge rather than your ability to store the knowledge.
I can’t talk of PRINCE2 as I have never gone through the certification process even though I have managed projects using the Prince2 methodology.
From the perspective of software development, certification from Scrum Alliance are good option. They are based on the agile methodologies applied in the case of IT Systems.
If you have more time and money (also the opportunities), a proper 2 year course in project management is offered by some US universities.

You pretty much 1. Submit an application verifying you have enough hours of project management experience/work. Once approved, 2. Study for the exam 3. Schedule exam. 4. Take exam.
If you pass, you are certified. You do need to attend events and meetings for a certain number of hours, each year, to keep your certification valid.

If you are a graduate and got min 3 yrs of leading or directing project experience then I suggest you go for PMP certification. If not, you can try CAPM certification or Prince2 certification.
